A Vancouver math teacher who used duct tape to shut up three chatty students has been given a mere slap on the wrist.
Margo Anne Fowler, a teacher at Sir Winston Churchill Secondary School, admitted to taping shut the mouths of three male students on separate occasions in 2012. Her professional misconduct was uncovered in a school district investigation and made public on the B.C. Teacher Regulation Branch website as part of her punishment.
In the first incident, the teacher told a talkative Grade 8 student that he could either go to the office or have his mouth taped. He chose the tape, which remained on his mouth for approximately 20 minutes.
On another occasion Fowler told another Grade 8 boy to duct tape his mouth shut when he was speaking loudly in class. The student complied. A Grade 10 student was also punished in a similar fashion.
The school district was made aware of the incidents and reported the allegations to the B.C. College of Teachers in May of 2012. A subsequent investigation turned up details of the shocking duct tape punishments.
Documents posted on the B.C. Teacher Regulation Branch show that the teacher simply received a warning for the incidents. Fowler was informed that a future incident could make her “subject to separate discipline proceedings.” In addition, her misconduct was made public. She was never suspended from work.
According to the notoriously harsh website RateMyTeachers.com, Fowler was a student favourite. With a rating of four out of five stars, Fowler is described as fair, funny and “easy to get along with.” One student described her as “Just. Plain. Awesome."
